Adopting VMT as the Measure of Transportation Impact and System Performance

The resources on this page have been selected to help practitioners and policy makers in California understand and implement SB 743. In addition, they can assist agencies throughout the U.S. in making the shift from LOS to VMT as a better metric for measuring the transportation impacts from both land use and transportation projects, and for assessing the performance of transportation systems in general.

  • Santa Clara Countywide VMT Evaluation Tool – launched May 22, 2020
    To assist in screening and estimating project-generated VMT for certain types of land use projects in Santa Clara County, and in calculating VMT reductions associated with certain VMT-reducing measures.

    • Quick Start Guide (for VMT Evaluation Tool) (May 22, 2020)
      Short description of the 4 basic steps involved in running the tool, pointers on reading the report and export files, and tips for successful use of the tool.
      Note: Valley Transportation Authority (VTA) will provide further documentation of the Tool during Summer 2020, including a User Manual, YouTube training video, and FAQ sheet. It will also develop documentation of the Baseline VMT produced from VTA’s travel demand model, which provides the back-end data in the tool. Recent documents include: “Final Implementation Timing Memo,” “Draft Transportation Analysis Framework (TAF)” and “Draft Transportation Analysis under CEQA” (available for informal review through close of business June 15, 2020).
